    Do I need to Jet?

My 98 F3 is running rich and the shop I took it to said over the phone that it need the carbs cleaned.  When I got it there they told me that I need to jet it and the carbs were not plugged.  When I bought it it wasn't running.  I changed the fouled plugs and it has run great ever since.  Here's the problem...it starts easy, idles great, and has no problem accelerating, but it smells rich, puffs when I get on it, and I get about 96 miles (25mpg) before I hit reserve.  I tried to baby it (no rpms over 6) and just cruised but I only got to 101 miles.  This is city but mostly hwy riding.  When I did just hwy I got 32mpg.  I put a V&H S4 and K&N filter on it to lean it out, but it still runs rich.  Is a jet kit the way to go or can I adjust the fuel mixture screw?  Doesn't a jet kit compensate for a lean motor?  Is there a way to tell if it's been jetted already?  I'm at a loss, any ideas?  Thanks

Re: Do I need to Jet?

you won't be able to tell if it was rejetted w/o removing the jets and comparing them against stock. if you put a v&h (pipe only or full system), doesn't necessarily mean you need to rejet if it's slip on. same goes for the air filter.

but rejetting would be beneficial, as always. preferrably with a dyno to really get it right.
